Change of ownership and tax arrears

Does anyone know what the rules are for the change of ownership on used cars. Taking into account the new tax laws. For example, if I buy a car in October that had not being taxed for a year and not declared off the road. Do I have to pay the arrears or does it start from when I bought the car.
If not, is the previous owner still liable for arrears even though they have sold the car.
I know the old system started fresh with the new owner. But is this still the same case.

new owner only liable for tax from 1st of month of purchase

There is no mechanism as yet to chase the previous owner for arrears.

in other words no change in this respect

so you can just "sell " the car to your other half instead of declaring it off the road?
