I just took the theory test and failed. Can someone please explain why I now have fork out another €45 to sit the same test again? Surely it should be like the NCT in that if you fail you can re-book the test for a lower price??

Because NCT re-tests are typically a subset of a full test, thus have less cost associated with them. A theory test re-sit is another theory test, period.
