Easy way to change download directory?

Is there an easy way to change the download directory say from C:\ to a different drive? OS: Windows 7 64-bit. I could of course change the directory for individual browsers but I was wondering if there is a more global way of doing it? So, for example applications that initiate downloads would download to the different…

All web browsers these days use the default Download folder as destination, unless specified otherwise) so move the Downloads folder to new location
