    It all depends on exactly what bike.

    Generally no, most track bikes just have a horizontal top tube. The difference is a less steep head tube angle and less fork rake.

    if you size them up both with the same length top tube, the carbon frame will have a much shorter head tube, and less fork rake. modern sprint bars have lower drops. 5+ years ago most international sprinters would have used an upright mtb stem to get their steel sprint bars at the correct level
