The existing pub there (Crowe's Nest) is run by Michael Crowe who used to chef in Ashford Castle. He's the applicant.

Interesting turn because last time I was in there just over a year ago, it would have very much been the traditional Diageo dominated country pub.

What's the odds on Quiet Man related beer coming from the facility in Cong?

There is a brewery outside of Westport as well, the aptly named West Mayo Brewery, and they have a few stockists in the town.

There is a lot of EU grant money available for micro brewing at the moment, so expect to see more micro breweries.
