Mast construction and planning

I'm having issues securing a decent broadband connection and while I'm aware of Pat Rabbite's pledge of 30mbs broadband for everyone by 2016 I want to look at erecting a mast to mount a wireless receiver.

I'm thinking I need to get to around 20/25 meters, I'm wondering first of all what the planning laws are around such masts/antennas and also does it matter if its not a permanent structure?

I did contact the local council but they didn't seem too clear on it and advised I submit a written query but I'd like to get as much information as possible first.

    Cheers
