I posted over on the Motorcycle forum
but my post will be equally relevant for
    stolen Tractors that never reappear.

Mistakes or omissions in the details
on registered vehicles could end up
    being a pain for us.

I see your fear but they are basically informing you the way you declare something off the road has changed, you must declare it off the road beforehand rather than after. If its off the road and not declared that way you will have to pay back tax.
It stops people not taxing a car for three months, declaring it off the road and taxing it for three months, and then doing the same again.

All that said its gonna make a complete mess for vintage cars and tractors that are parked up for 30 years and then restored and put back on the road
. They have already made it near impossible to register vintage tractors/cars

I'm aware of the changes, the bike was stolen 10 years ago
and logically I should be listed as the last owner.

I have no problem with the changes.

The issue is I can't in good faith avail of the options
listed on the form, I did not sell/trade it or indeed
scrap it as I can't present it to a registered agent.

Now the bike is gone for good and probably a washing machine
by now but for other people who have something stolen
and the tax expires during that time if it's ever recovered
by the implication of the letter and FAQ on Motortax.ie they'll
    be in a mess.
