If I buy a car privately and it has not been taxed for 3 months do i just tax it from the month i bought it going forward?
is the previous owner still liable for the back tax under the new rules even if he no longer owns the car?

Just thought under the new rules he would have to had to notify them if he had the car off the road

Yes so as to avoid paying arrears when he did eventually go to tax the vehicle. If he no longer owns the vehicle that situation will not arise.
