unblock an open fire

My house has an open fire with a back boiler that i want to start using, but the person living in it before blocked it by screwing a board into the front of the hearth and installed an electric fire, one that just stands in front of the board, and i'm guessing they also would have put a cap or something in the chimney.

Would this be a big job and what kind of cost to convert back to open fire, get into safe working order?

try removing the electric fire, and the board and see how it looks..may be a pillow or something stuffed up the chimney to stop the draught.
get the chimney cleaned, and have a plumber give the back boiler and the pump the once over, shouldnt cost too much at all...
