Small pipe from eaves / under gutter is dripping

Sorry for the clueless question, could just do with a pointer of where to start. There's a small pipe, about an inch in diameter and maybe six inches long which sticks out from the eaves of the roof of my house, just under the gutter. I can see all the other houses in my terrace have them. I have no idea what it is or what it's for. But for the last few mornings when I've gotten up, I've found it's dripping water, quite a lot of it. It's not rainwater coming from the gutter, it seems to be coming from inside my house. I haven't used any water prior to seeing the pipe dripping, but soon after I get up it seems to stop (not sure if this is coincidence or if the fact that I have subsequently used some water, turned a tap on etc., has stopped it).

Have you any idea what this is and what I need to do about it? I assume I'll need to call a professional plumber out but would love to have some vague notion of what I'm talking about when I do so. Thanks!

It is the overflow pipe from either your cold water storage tank or your central heating feed & expansion tank if your heating system is an open vented system.

Usual culprit is just a dodgy ball cock. A cheap & easy fix.
