Which way to tax car?

My BIL's car has been off the road since his tax ran out February. No money, job, etc.
He's now got himself sorted, and wants to tax his car from the beginning of October, because that's when his new job starts.

Because the new SORN transition period runs out at the end of this month, he is unsure of how to proceed.
Anyone the correct way to do this one?

Go to the garda station and get it stamped as off the road. Then tax it for three months including this month would be the easiest route.

    From motortax.ie

If your vehicle has been off the road and you want to put it back on the road:

    … during September 2013:
You can make a declaration witnessed by a Garda covering the period to the end of August 2013 and tax the vehicle from the beginning of September 2013.

That's just the issue, he doesn't want/need to tax the car for this month, only from 1st October onwards, as he won't be on the road until early October.

Get the RF101 signed on 31st Sept, tax it 1st Oct.

    Easiest, but not the cheapest.
Why tax the car for September if it's not needed?

Best bet would be a Garda Dec from expiry of the last disc to end of August and RF150 declaring car off the road Sept, Oct and Nov. Submit to MTO now, then in Oct go in and tax the car Oct, Nov and Dec.

He needs to do two things.

First in September - provide 2 declarations.
    1. On RF100A form he needs to declare his car was off the road from 1st March to end of August. This needs to be signed by garda and submitted to motortax office.
    2. On RF150 form he needs to declare his car will be off the road from 1st September. He can declare it will be off the road for 3 months in that case.
Both those declarations needs to be submitted to motortax office before end of September. Normally RF150 declaration that car won't be used from 1st September should be made by the end of August, but as this is transitional period, it can be done in September.

Second thing to do is in October - preferrably the 1st October - just go to motortax office and tax the car.

    That's it.
