Is there a minimum number of credits you need to obtain from stage 3 modules?

Do you mean modules in stage 3 (year 3) or do you mean Level 3 modules?
You need to have 60 credits in your 3rd year to graduate.
If you mean levels, you need to have 40 credits, or 8 modules in Level 3 to graduate.

I mean in an individual subject, I'm majoring in Econ, how many level 3 modules in Economics am I required to complete? For example I've completed 25 credits in stage 2(all level 2 modules) Must I do 5 level 3 modules in third year?

Officially, the rules state that you have to have 40 level 3 credits to graduate, with 100 credits to be at level 2 upwards. AFAIK, it does not get specific to how many per module. Each school, however will tell you that you must take x from list a etc.

Best thing to do to make sure you cover yourself is take 20 credits from Econ and 20 from the other at level 3. However, to fulfill the requirements of the Joint Degree, you need to take 25 Econ credits/25 other. So take 20 at level 3, and 1 at level 2 if you want. (Or 25 at level 3).

Only other rule to be wary of is you cannot have more than 80 credits in Level 1 modules in the 3 years (16 modules)

From the School of Economics Student Handbook (http://www.ucd.ie/t4cms/ughb2012_13.pdf):

In stage 2, students must accumulate 50 credits (10 modules) in Economics, 50 credits in the
other major subject, and 20 credits (4 modules) from electives (which may come from
    economics):

At this stage you should probably know by now that economics HAS no stage 3, your second and third year make up Stage 2, where you take modules with levels of 2 or 3. In the handbook you should find a list of the cores and options and how many you need to take etc.
