CV References Question

I'm doing up a CV so i can find a job. I'm in college so im looking for any part time unskilled work and i will be handing my CVs out literally everywhere that fits that description.

I want to keep my CV to one A4 page ( i was always told this is the best for unspecific work)

My references push it onto two page so i'm wondering is it acceptable to just put "references available on request" or is that a big no no for employers.

im thinking because im not applying for high paying salary jobs it wont matter too much and i can supply them at an interview.

Any advice from people who deal with incoming CV's would be much appreciated :)

Also is a cover letter necessary? again i would have though for just a part time job it probably isnt??

I've always put references available on request, and I would ALWAYS include a tailored cover letter, even for part-time work.
