9 inch paint roller, fluffy, but not too fluffy, goldilocks fluffy. You don't want the hard foamy type.
Handle which goes up past your elbow, plus one screw for the above.
Rectangular bucket, can get them in bakeries - apple filling comes in them.
    Washing up liquid, one dash.
Glyphosate + water, fairly strong mix.

Mix water, glypho + wash up liquid in rectangular bucket. Put handle in roller, insert screw :D

Dip roller into bucket, being mindful that water+chemical will pool inside the roller, so tilt and find which side flushes out - into the bucket!

Roll roller on inside of the bucket to take care of dripping.

Apply roller to flagger - dead flagger.

Amount needed? Lick your thumb, wipe it on something, see it shine but not drip? That's as much as you need to apply, run off is bad.

The above will kill all your flagger. You may need to do it for two years but it works, mine are all gone.

Wear gloves, watch from drips, run off or spray if overly enthusiastic in roller action.

    Enjoy looking at dead flaggers.

I get that reply a lot, mostly from farmers who still have their flaggers :P :D Persistence is what kills the bastards.

Can't see why the licker wouldn't work, were you going too fast or how strong did you make the mix, did you use a sticker?

There was mention of a spray at one of our STAP meetings but I didn't get the name, Teagasc will know if you have an advisor. Everyone was commenting how hard it was to kill them at that meeting  I found them one of the easiest weeds to eradicate TBH.

MCPA or shell d50 in the licker at a fairly strong mix will kill them. Use a bit of washing up liquid as a sticker and make sure that they don't get rain for 24 hours afterwards as they have a waxy skin which needs a good bit of time for the liquid to absorb.

I did something I never do and rolled strong flaggers before spraying with mcpa and have got very mixed results,.. some burnt to hell and others starting to get back up.. don't think id bother rolling them again prior to spraying... will hit them with roundup now as don't like to be beat!!
