Is this an overflow?

    Noticed a half inch metal pipe protruding from a friend's gable wall at about head height. It appears to be in the general area of his gas boiler and a brown coloured gunge, like what you get in old radiators, was coming out of it. Am I right in assuming this is part of his gas central heating system and what would be causing the overflow, it is ruining the render on the wall?. How can we stop it.?

    It is the safety valve discharge.You need to get in a Rgi to repair
