I've sent registered letters to PO boxes before. In many cases they're not actually going in a physical lockbox but are being delivered.

    How do you mean excluded?

You should not be able to register post sent to a po box.

PO Box in our case was just a letterbox at the postal building that we had a key for.

There was no one to sign for stuff.

We've sent registered to PO boxes with no problems in the past. No mention of any exclusions when posting them.

You could always double check at the post office counter when you're posting it.

I sent items to the Medical Card PO box, it was signed for by an An Post employee.

Actually no, out of the 4 different envelopes I sent, this was the only envelope that was logged into their system withing 3 days of me posting it. the others were either lost or took weeks to be received.
