Medical card - Am I eligible???

    I am returning to third level to begin a phd and am financially independent from my parents.

    I will be funding myself through an Irish Research Council government scholarship, which is paid into my bank account via the university each month. However, these funds are tax free and are supplied to me through the university as "financial assistance" or something like that.

    What I'm wondering is if this counts as income for the purposes of my means test? Since it is not going through paye and no tax is paid on it, it would not appear on my p60.

    If it does contribute towards my income, can my rent be deducted from this maintenance when calculating whether my income falls below the threshold?

    I have found it difficult to find any definitive answers to these queries so far trough citizen information and speaking to members of the hse so any advice here would really be greatly appreciated :)

    To Qualify for a Medical Card by Means Testing
    If your only income is a means tested Social Welfare Allowance, you will qualify for a Medical Card. You will also get a Medical Card if the income or means of you and your spouse/partner is below our income guidelines. Your means includes any income, property (but not your own home), investments and savings.
