    Its more suitable for legal discussion, but, as a rule, the only person who can make a statement of complaint is the victim. All others doing same would be hearsay and inadmissible, unless they witnessed the assault.

    If this person is still at large, he could be still inflicting the same abuse on others. You could report it and raise your concerns with the Garda, it would be very delicate considering she dose not want to be part of it. It may be hard for her and I am sure the Garda will have specialist personal to deal with these situations.
