Is education a service?

    As the title says, are educational courses considered a service provided to the student? Especially if the student is paying full price themselves?

    Secondly, is paying a deposit on a course considered signing a contract? Can terms like fees, hours/times, etc be changed without negotiation after paying a deposit? Or can a school change fees etc as much as they want as long as the students don't walk out?
