I'm looking at getting an android phone, and tinkering with app development for my own amusement.
Could I buy pretty much any android phone, connect it through USB and deliver my own apps straight to it, without any other screwing around? eg. digital signing, having a developer account, the provider locking out the ability to transfer apps that way, so you can only go through their crappy store.

Any pitfalls? Would I need to jailbreak it or anything?

No, you can buy any Android device and provided you have the correct drivers for your machine, you can connect it through the Android debug bridge and run your debug signed app on it.
