eBay Import Charges

Hey guys, I'm currently bidding on a camera that's way cheaper in the US than Ireland (even after customs get their hands on it) and noticed this Import Charges label. Is that payable when I win the bid and that way I don't have FedEx/UPS/Customs after me when it arrives at my door?

this is a new thing from ebay.com sellers, i dunno how it works, it it comes via fedex, they act as collecters for the revenue, usps is usually a bit safer from that point of view.
