Can anyone tell me if it's 'illegal' to have two members of the same family on a Management Committee, as the director and the secretary?

Assume of a housing estate why would it be "illegal"?

No, it's not illegal and is widely practiced by builders when they first incorporate the management company.

The directors don't even need to be members of the management company or residents of the estate.

The basis of the company, including the nature of its directors - who may be appointed and how - is all laid out in the management company's articles of association.
