    Hiya,
    I wonder if here I can find someone or if someone can recommend person who could specify up what works I would need to do to comply with regulations. I would need someone to certify what I plan to do will be in compliance with regulations (once is done).

    I'm super tight on budget so I'm really talking about smallest fee acceptable as this is diy project.

    I STRONGLY advise against any kind of an DIY attic conversion.
    You need professional help regards structure, electricity, plumbing and building regs.

    oh and you dont need them to certify what you plan to do....

    you need to do what they require in order to certify ;)

    theres a huge difference.
