Explanation required for paragraph by Eamon Delaney in the Indo

I was reading an article by Eamon Delaney in today's indo:

    http://www.independent.ie/opinion/analysis/eamon-delaney-a-charity-boss-paid-over-100k-lets-get-real-29491252.html

And I came across this bit:

We need the same debate in Ireland, where there is a growing range of
competing charities and where the executive salaries are enough to make the
British blush. In debates about our overseas aid budget, I have always refrained
from bringing in the salaries of those heading the main Irish agencies, such as
Concern, Trocaire and Goal. But members of the public show no
such timidity. They express amazement that, for example, Justin Kilcullen, the
head of Trocaire, was on €146,000 in 2010 and €133,000 in 2011, while former
Concern CEO Tom Arnold, who retired earlier this year was on
about €130,000, especially when they are dealing with "the poorest of the
    poor".

What is Eamon saying here? That he, himself, is too refined to talk about money or the amounts that people earn? I can't see where he provides any evidence that "members of the public" are not as timid as Eamon and are openly discussing the salaries of charity bosses.

    Poor writing.

"In debates about our overseas aid budget, I have always refrained

The old "some people say" ploy.

It is a crap item, poorly written even more poorly edited (if it was ever edited). The overseas aid budget has f all to do with the salaries of Kilcullen and Arnold. The budget is government money theirs is a salary. Oh yes there is a cross subsidy between the charities and the gov., so maybe there is a link but the piece is so badly written even that isn't noted.
