DoE , and Govt. here - make it as difficult for the motorist / enthuiast to do anything and discourage them from driving.

DVLA UK - go to motor shows etc, get out there and keep the motorist happy buying personal reg. plates ;)
Following a successful auction of personalised registrations at Mercedes-Benz World in September 2012, SMA Vehicle Remarketing – the DVLA’s auctioneers – are returning to the Brooklands venue this September. The auction will be held over 3 days and 1,500 registrations will be on offer. Reserves will start at only £250* and all registrations will be brand new, direct from DVLA. The line-up will include old style and new style registrations featuring popular initials and dateless numbers. There will also be Mercedes model initials too, such as CLS, SLS, AMG etc.

A special feature of the auction is that all registered bidders will be offered free passenger rides in AMG vehicles. So, make a date in your diary now! The full list of registrations on offer will be published on the dedicated DVLA Auction website from Sunday 28th July. Visit www.dvlaauction.co.uk now to sign up to join the mailing list.

The DVLA have been selling Personalised Plates for many years and it is very profitable for them. I suspect that is why they attend shows, have auctions etc.

Interestingly, they sold 'VIP 1' (originally issued in Co. Kilkenny) a few years ago for £250,000 (purchased by Roman Abramovich).

    Indeed.

Minister for Finance (Deputy Michael Noonan):
"It is seen as a simple and effective registration plate system which is indeed the envy of many European registration authorities, including the UK."

I'm sure that both the UK minister responsible for the DVLA, Stephen Hammond MP, Parliamentary Under Secretary of State for Transport (for the money they make from both transfer fees and sales) AND the Association of Chief Police Officers (memorability) would very strongly disagree to the bilge coming from Noonan's cake hole.

and it was so perfect they changed it less than a year later just so we wouldn't be afraid to buy new cars with the unlucky number thirteen on it

Well the DVLA briefly thought about allowing a choice of 62 or 13, but when it came round to it, they ruled it out "because of the difficulties it would cause their computer systems." Which is rubbish really. What it did mean was they could flog one of their "select" registrations to superstitious punters. :)

NZ,OZ, Poland , Latvia etc etc all make good money from personalised, non-dated systems. Portugal doesn't worry bout 13 either

Custom Polish licence plate from the Greater Poland Voivodeship Custom plates
These plates use standard black letters on a white background. Each custom number starts with the letter denoting voivodeship and a single digit, followed by the gap. This digit and next characters can be picked by the owner. Outside the availability the following constrains are used:

after the gap between 3 and 5 characters can be used
the first character must be a letter
no more than 2 last characters can be digits
all letters come before digits (i.e. they cannot be intermixed)
any standard Latin letter outside Q can be used (unlike common licence plates)
resulting plate must not contain or resemble offensive contents
