The heating element went (blew) in our hot water tank last night.
Is that a job for an electrician or plumber?

At this present moment i would still say its a plumbing job but come 1st Oct with the Electrical work in your home becoming another CER regulated cock up then just who knows who can do what when not even the REC's out there really know.

That new law only affects works to the consumer unit. It does not affect electrical minor works.
I have had that confirmed also.
