I was wondering if it is possible to get SSH access to the UPC Cisco DVR. I want to enable the USB port on the back of the device

AFAIK the USB port is only for maintenance purposes, not (as I suspect you assume) to give access to recordings on the HDD. In any case, this wouldn't be of any use to you even if you could as they are encrypted, and require the encryption h/w in the box plus the smart card to decrypt them.
