Need someone to fix side soffit

Hi, For a number of years now birds have been getting in under a gap in the slates and nesting and recently a smell has been getting through one of the vents. Does anyone know who might be able to fix this? It's difficult to get at as a ladder would need to be put on the neighbours lower roof and he's not willing to allow…

Hi,

It's difficult to get at as a ladder would need to be put on the neighbours lower roof and he's not willing to allow this to happen.
The previous owner of our house damaged it while painting.
Any Ideas?
