Just imagine the local cultchies in the UK Rural North are so uninterested in broadband that they have obtained wayleaves and dug trenches across hundreds of private properties, recruited shareholders and expert and voluntary help, to provide a not-for-profit 1 Gb/s service for themselves and their neighbours.

The incumbent BT on the other hand, with its access to proprietary ducting, road opening experience and engineering expertise was not interested at any price.
