    Here is a nice analogy to something else that is seen as a cost overhead. Most of the same points would also apply since it's essentially about holes and leaks and older stuff no longer being strong enough to be trusted to do it's job.

    And crucially determining the balance between prevention costs and downsides , and the bean-counters rarely factor in the predictable cost of bad publicity due to skimping on maintenance.
