Where is the logic behind this?

    Just noticed a seriously stupid and ridiculous thing happening on my street (mountjoy square).

    Recently I noticed there is a black ford focus parked on street, it's a left hand side steering, and has EU - E number plates.

    But funny thing is, I thought that people learn from being clamped, turns out not:

    Just two weeks ago I noticed him being clamped for 1 day, then clamp was released (assuming he paid)

    Two days later he was clamped again, next day released again (again, assuming he paid)

    Week later he was clamped again, clamp held for few days then I noticed car is being towed away (I actually saw DCC parking services with Ford attaching wheels to focus and towing it away)

    Today I noticed he's parked there again, and guess what? - clamped again.

    I just don't get it, any possible logical solutions for this?

    My solutions were:

    1) can't afford parking (then again, he wouldn't have car then)
    2) Doesn't understand what he's being clamped for (E plates, not IE so must be recently in Ireland)
    3) Too rich to bother (to bother with paying permits, etc..)




    P.S - it's DCC parking services, not private.
