Brakes Not Working

I replaced the brake pads, everything seems to be set up correctly, but when I pull the rear brake, it's taking forever to slow me down.

New pads.
Position on rim seems fine.
Gap to rim seems fine.

What am I missing?

Are the brake pads on backwards? As in are they the right way round?

Yep, they're in the correct way.

Everything feels normal and rim is clean.

I've just taken them off again, to double check everything.

Does the level full easily or is there much resistance when you pull it? Just wondering if the inner and / or outer cable needs replacing.

Are your brakes 'off centre'? If one side hits the wheel before the other then you get that effect plus it knocks your rim off centre and causes a wobble. Not great at speed which is when you are braking!

It's a fairly new replacement wheel (about 3-4 months old). I just googled and it's a Rigida Flyer (the bike shop replaced my old Mavic cp22 with this).

The pads are BBB pads.

The lever pull feels no different to normal really.

No, they're lined up ok. I adjusted them.

(excuse the dirt, I did 100km+ yesterday.)

You could try roughing up the brake pads very slightly with some sandpaper or something, maybe factory-fresh they're a little too smooth.

If not, then it really sounds like a cable issue. Clean and grease the cable, and check for wear/fraying (I'm sure you've done that already). Then pull the brake lever, and using your other hand check to see if the cable is being pulled properly in the usual places. Might be getting caught on something.

I'm thinking it's a cable problem. Haven't had a chance to look at it though.
