I'm not sure as I'm not from the area but all vets will have an out of hours emergency contact number, if you ring your regular vets there should be a voicemail leaving a number or saying which clinic should be contacted. Hope everything is okay!

I have my springer booked in with my vet at 1230 as they are open from 12-1. As far as I know O'Scanaill are also open for an hour. My vets are active vet care. If you ring around I think most big vets will be doing an hour clinic. Hope he's ok

Anicare Vets in Clontarf are open I think.
I have heard very good reports about them - good caring staff and excellent vets - hope this helps
