floor insulation and screed thickness

in our plans our achitect has allowed for 80mm insulation and 4inch screed floors. We have discovered the builder hasnt left enough room for this to be done. He has left us enough room for 50mm insulation and 3inch screed.
When we asked the buider about the discrepancy he tried to assure us he has done everything right (he always does the floors like this) and the architect is just being over cautious, that there is no reason for the extra insulation in the floor and 3 inch screed is better than 4 inch screed. our architect is on holidays so we cannot contact him but just wondering if the builder is right in what he is saying or is he just trying to cover his mistake.
(from the bottom of the lintel to the top of the sub-floor h has left 2150mm)

Dont pay the builder and put everything on hold until your architect is back from holidays.
