Converting roof space

I am maybe looking at converting roof space into couple bedrooms, I dont no the angle of roof but is steep, when standing up in the centre of the attic you only have a couple ft head room clearance at most, so is it possible still to build rooms in there?

If not I may consider putting on a new roof, if again that is possible, to get a normal roof angle say 45degrees so I can get 2 rooms in there, can you put new roof like that on a house or is there structural issues that need to be considered first?
