Section 47 agreement

There is a condition re section 47 agreement on my planning permission. How do I go about getting this sorted? Do I go to a solicitor? Do I have to have this sorted before commencement or can I proceed and just be sure to have this sorted before completion? Its in relation to family occupancy.
