Roof Eaves of adjoing properties

I want to extend upward a property from 2 storey to 3 or even 4 storey. The building is an old retail unit which has 3 storey buildings either side which were built during the boom. Now the roof Eaves from both buildings over hang over the roof/property line of mine.
Can I build up to the same level as the other building and join the roofs or even go higher with my building which would mean building up through the over hanging Eaves ?

you will require planning permission so that should iron out any issues.
