Quick question regarding Archaeology and Metal Detecting in Ireland.

Friend of mine regularly metal detects at Courtown beach, Wexford and wanted to know is he breaking the law? He mainly finds small quantities of money, I know this has been done to death but is he breaking the law just doing this? I could'nt answer the question, the law seems to just relate to archaeology.
