How to go about applying for theory test with no photo ID

    Hi all, just a quick question for my OH. He wants to apply for his theory test in the near future but the only thing that is stopping him is he has no photo ID. He can apply for his passport as the passport office say that they have a way around the ID issue by sending him their own proof of identity form, my main question is do the RSA have their own version of this form that he could inquire about or is going down the passport route the only other option? Thank you in advance :)
