If you are hoping to register it anywhere abroad, or you are planning to sell it for anyone abroad to register it, VRC (logbook) will be needed.

Also you can avail of VRT refund.

Send the vlc with the car and a cover letter to Shannon stating irish reg and name who bought it and where it's going to avoid future eflow probs etc

Revenue claims though, that you should inform them:
Do I have to inform the Department of Transport, Tourism and Sport when I am permanently removing/exporting my vehicle from the State?

Yes. Where a vehicle is being permanently removed or exported from the State, you should inform the Department of Transport, Tourism and Sport, through their local Motor Tax Office, of such.

But with the "new off the road scheme" doesn't include possibility of sending anyone any bill.
Only way they will ask you to pay arrears for unpaid tax is when you actually try to tax a vehicle.
