A4 handbrake cable nct failure

    Failed my nct on rear brakes/handbrake. Balance was miles out.
    Had a look and it seems that the passenger side handbrake part of the caliper is seized.
    When I had a look at the drivers side it was fine BUT when I pull the handbrake the pads wont come into contact with the disc but I can press the handbrake part of the caliper down and the pads come into contact with the disc.
    Would the passenger side being seized cause the drivers side to be outta kilter?
