Help with a Grotto

    Trying to fix up the local Grotto but know next to nothing about gardening!! One of the paths has rocks along its side like this:

    However there is a section where they have become loose and look like this:

    They drop off very easily. I've been told that cement has been tried and failed. I don't suppose there's anything else that can be used?!?

    It looks like the stones are sitting on old mortar. Take the stones off,remove all traces of old mortar from the stones(including the ones underneath). Relay them,be sure to butter up the sides too and a gentle tap of a hammer.Cant honestly see how it would fail unless someone is purposely dislodhing the stones afterwards.

    If the stones have a flat/polished bed,that could account for their lack of adhesiveness,remedy this by simply scoring(make diagonal cuts) the polished sides,no need for dowels, but even the second bit is overkill imo.
