    do the powers conferred on AGS under s. 4 criminal law act 1997 & s. 4 criminal justice act, 1984 as amended, apply to arrestable offences which were allegedly committed before the coming into effect those acts?


    for example, if a murder or rape is alleged to have occurred in the State in 1982, can the above powers be considered as investigative tools, or must the offence in question occur after the commencement of those acts, for them to be invoked?
