A poor or very low quality signal. Is your aerial the correct one for your area? Have a look at www.saorview.ie on how to get Saorview working.

Hi. I have a one year old samsung and an old tv connected to the same aerial. One tv in each room. No picture issues with the old tv( it has a soar view box) but the samsung tv is blotchy and patchy for about one minute after turning it on and then fine after that .. Is it the tv ?
I re tuned it a couple of times. As my mother says about it 'it's fine when it's warmed up!'

It could be but could be a signal problem to the TV also.

Would it be possible to test the Samsung TV at the other TV point.
