Car disposal & car tax?

Ok, I have a 2004 Fiat Panda, it's in need of a lot of work (4 new tyres, new wiper motor, new steering yoke), and it's not worth the investment to make it nct / road worthy.
The car itself has about 120,000 miles on the clock, it's been on blocks for about a year and a half, so haven't renewed tax or even insurance.
The question is this: do I go about selling it for parts or scrap or try sell it privately or through a garage?
Also, do I need to bring the tax up to date before disposing of it, despite it not being on the road?
