Suspicious phone call from number 'not in use'

I got a strange phone call this morning from a normal looking 087xxxxxxx number. When I try to call it back I keep getting 'Number not in use'. Whats that about?

Sounds like a possible scam to me whereby you'll be charged a fortune for the return call.

Don't call it again would be my advice. If it's that important they'll call back and/or leave a message. Besides, when was the last time anyone ever got good news from a unknown/blocked number or unexpected knock at the door - in my experience it's usually someone wanting to sell you something or get money off you. :pac:
