Department guidelines on farmyard discharge

Quick query. Im not a farmer so just checking this for an elderly neighbour. He had a grass area beside a river on his farm and this adjoins the main road. Now the council did some road works and the result is that the road is now higher. They then build a bit of a ramp to access the farm from the new level. The result of this is that the previously free draining land beside the river is now a water trap and became a hole of muck. Its only a small area and the council agreed to concrete it for him. Thats all well and good.
The query I have related to the way they have now drained this yard. They have simply placed a pipe from the concrete area straight to the river. This takes farm waste such as slurry and muck from the little concrete yard.
Now seeing some of the hassle Ive seen farmers go to with little buried collection tanks from run off areas etc, Im figuring its not legit to run effluent to the river as is currently the case.
Any pointers on specific guidelines that I could show him and perhaps go to the council with.

That is standard proceedure for the council, You should get the smell of the local town here heading down the river:mad:, then they ride the normal joe soap who is doing there best. Its wholly inappropriate for a dirty yard to drain into a river and to think the council done this is a disgrace.
