Riis was removed from the official record books of Tour de France, but in July 2008 he was written back into the books, along with additional notes about his use of doping.

Why does Riis get to be an official tour winner when others have been stripped of their victory?

He was never sanctioned for any offences, and never tested positive during his career.

He came out and admitted his past offences after the statute of limitations had run out, so he's in the history books with an asterix

He admitted in 2007 to doping in 1996. 11 years later
Armstrong admitted in 2013, although wada had already stripped him. 1999 to 2013 is 14 years.

How can they go back on Armsrong 14 years but not go back 11 on Riis?

Because there was never an official investigation into Riis?

There's an 8 year statute of limitations normally, but from the USADA report:
"Evidence of banned acts outside of the eight-year limit can be used to corroborate evidence within the limit, and the statute of limitations can be waived when the alleged violations were fraudulently concealed."

-The Reasoned Decision was delivered a month an a half before the 8 year window of his last win, so he gets stripped of them all.

IIRC he could have appealed and the 8 year limit would probably have been up held.
He didn't so the decision was uncontested.
