Picture please. Of the motor...not the step. A pic of the motor rating plate would be helpful too.
Please include any gear detail if there is any.

Looks very like a electric window motor. I'll take a closer look later.
It's very difficult break a motor, have you tested connections for 12v & cleaned contacts? Checked the motor on a direct feed from a battery on know good cable? Are there accessible/replaceable brushes have you checked these?
    Is the cog removable?

Thanks - yes the brushes are sealed and cannot be replaced. Tested It on a separate power supply and it is hit or miss - sometimes it works for a few revs - it's knackered!

Yeah it's a power window motor.
    example here

If you can pull a part number or use your vehicle details then you can narrow it down. Manufacturers often outsource to the same manufacturer eg. Bosch. So if you can track down where your manufacturer gets their sundries then you're on the right track.
All you need to worry about is the bolt hole spacing and the gear size..which may be exchangeable.

Maybe you could even take the guts of one and fit it into the casing of your old if that's easiest. Only the actuator is likely the problem which if you are really lucky could only involve swapping the cylinder so you can keep your gearing and old bolt holes. Sorry can't be more help without specifics to your vehicle.
