Are new forks the only cure for wheel flop / low speed over steer?

I picked up a cheap used bike, which I intend to use as a beater, but this bike has a nasty case of wheel flop caused by long after market forks. I can ride it with no issue, however I reckon it would jack knife under hard braking/turning. this is nothing something I want to test! Are new forks the only cure?
